Omit confirmation mails for SPZ courses

Manuel Schwarz requested to merge no-more-spz-mails into 5.3

To avoid changing a hard coded date in the confirmation mail text for SPZ courses every semester we now omit the mail completely and replace it with an info text (containing a link to the conditions of participation) under the bank data fields, see here.
